B. Prep work for the new Southwest light rail corridor;
C. A new mega-tower to improve cell phone reception in the West ‘burbs;
D.  ????

Correct answer:  “D.”

In fact, I believe the very-much-ongoing construction on/along Highway 7 has something to do with an area-wide sewer upgrade.

Which begs another question:  what’s with all the 100′ pilings being driven into the roadway? (not visible, just to the west).

P.S.:  Answer “A.” is wrong because, while there are some “fracking” projects in Minnesota, they’re clustered in the southeast corner of the state (they’re drilling for sand, not natural gas).

Answer “B.” is wrong because the light-rail corridor is about 1/4 mile to the south.

I don’t know if “C.” is wrong — but I don’t know if it’s right, either.
