Two Theories

I have two theories about why I saw so many cars pulled over, being ticketed on the side of Twin Cities roadways this weekend:

One.  With so much road construction — 494 between Penn and Highwy 100 was completely closed today, to pick just one example — once you’re finally free of congestion, you’re aggravated and/or running late.

So, you hit the pedal to make up for lost time.

Oops!

Two.  Cities are financially strapped, no more so than at the end of the month (the 31st is Tuesday).

My . . . uhh, money is on theory #2.

P.S.:  The most notorious stretch I’m aware of locally:  Highway 100 between 50th and Crosstown in Edina (just north of the aforementioned 494 construction).
