New York Governor Andrew Cuomo proposed and on Wednesday signed legislation to make tuition free at New York public colleges for anybody coming from a family making no more than $100,000 a year, with the cap rising to $125,000 in 2019.

Will Gov. Cuomo’s initiative increase college attendance and graduation rates for students from lower income families?
Will it undercut competing private schools?
What unintended consequences might there be?
I have no idea.
But, I’m pretty certain that no New York families with college-age kids are going to report 2017 annual income of $101,000 . . .
